Is there any way that I request the user for rating / review / comment for application from within the application (activity) I think that one option is to create a link in the application in the Android market where the user can file a review / rating / comment. What I see allows the user to do this without leaving the application
In addition, I must find out whether the user has already reviewed or not. (Which case, I can choose to change the 'Modify review' link instead of 'Add review').
Is this possible? [Update]
Alternatively, if I redirect to the market page, then it is possible for the user to directly take the review section (not the top of the page)

Not currently the only thing you can do is to rate the user or leave a comment Tells the market directly. Hopefully they will build market APIs in future that will allow better app-market interaction.
