For an app related to a closed system such as for internal use in an organization, but what are the concerns of the approval process? Store? The app requires a user to login, and login details are provided internally, and there is no signup feature.
You must provide a temporary login to the reviewer; You can do this in the "Additional information" field at the bottom of the iTunes Connect form using the upload to your application. I did this in the previous app and it works perfectly well. After your app is approved, just disable the account.
