iphone - UIView behind UIWebView prevent Scrolling over the UIWebView content -

 If I understand that both of your views are subviews of any other view. Do:  
  [View Guardian bringviewviewfont: myFrontWebView];   
 or  
  [Send parent sentbackback: myBackHiddenWebView];
