If there are 2 number systems, e.g. Decimal number system with ten symbols (0-9) and hexadecimal with 16 symbols (0-9, air force), I can conclude that with hexadecimal, I get more accuracy than the decimal number system due to the high number Will be able to retain the symbols ??

Accuracy is related to the non-integer (real) number.

The amount of digits

The hex may be more accurate for the amount of digits

Radix (decimal , Hex)

Simple examples: Radix: The sum of decimal and binary digits: 1.
In the case of decimals you can be from 0.0 to 0.9 , in the case of binary only 0.0 to 0.1 ( 0.5 in December). The decimal is 5 times more accurate.
