You can use either of the elements, but none of them (or cocos2d) is instantaneous Board games are design tools.
GeekGameBoard is a demo of core animation and (to a lesser extent) purpose - there are many things that you will learn from, but some of the graphic parts will apply to the Cocos 2D project. If you have not already thought out that then you need to understand what cocos2d actually understand more widely, and how does it compare with using the core animation. As taintedzodiac says, tile is only a map editor, I think board games that will benefit from (though all the examples I think they will need hexagon) but I hope That game like chess contains a board that will always fit on the screen, so probably
