mysql - Free and secure PHP user management system -

I am looking for a secure php usermanagement system, it should be just rational, so any markup or too much content (eg Message etc.). I know that I can make it myself, but I suspect it will be the most effective system.

The system must be at least

• It should be able to verify whether the user is
• very secure (protection from hacks, but users To save them from their stupidity)
• Effective (the number of users will start from 1k and will increase again by about 100k)
• Able to handle the roles and capabilities
